Proposed Revision to the Character Release Cadence

They haven't put anyone in the shard shop since the Phoenix Squad though. Seems they've decided to leave that as gear and Grievous only.

Guild Events Store is still a possibility in theory, but so far they've only changed that when a new Territory Battle comes out.
