TL:DR: Few but not all people in your shard share your payout time. If you don't want trouble, don't attack people close to the top of the hour. What this means: If you are not a part of a shard chat...

Expecting some common sense touchy...

Some people just don't think about it or realize. I didn't at first and got into some lock out fights for a bit... then things settled down and now everyone is a pretty happy family. I have gotten in contact with someone just before my payout and another a few hours before.
