That's old, unless it changed again within the past few weeks. I recently joined a new guild and was able to raid right away. The limit now is raids completed per week. If you exceed that you won't get rewards. You can still participate though.
What Jon is referring to is not what this thread is about. He is talking about guild hopping. This thread is about the Health Debuff Lock that was added to the raids once the Enraged cooldown has finished. It is completely new in game content that occurred during the QOL Update. Before Debuffs would be added, but the could be Dispelled or waited out, now there is a lock on the health debuff to ensure you cant regain health to survive the raid.
