Question about Tenacity and definition

I understand that any debuff goes through the multiplier Potency Vs Tenacity with some RNG to determine outcome but what I'm trying to understand or figure out is the definition for Tenacity...The gam...

It depends upon how much tm they have. If they r close to 100% tm, the stun is gone as soon as they hit 100% tm and get a turn. Best to stun toons w/ low tm. Example, never waste a stun on a B2.
