From game files: add "gain Potency Up for 1 turn at the beginning of each encounter" Jedi allies have +25 Speed and gain Potency Up for 1 turn at the beginning of each encounter.

Which they will because of foresight :). Still won't help with an assasination round. What do you think of "whenever an ally takes bonus damage, that ally gains x% turn meter?" That would give the character which is about to die a chance to get a move off.
