Clearly he was being sarcastic. I mean that was obvious, no? Dev time needs to be devoted to many things in an expedited manner, first is closing this loophole and doing what is right to those who exploited it.
I am pretty sure that things will change. Also, I didn't take it as being sarcastic. This guy + Lord Skunk seem to want to have a million alt accounts and, in typical fashion, the effort required is to difficult so they want others to make it easy for them.

I don't :( I take people for what they say, especially if they feel the need to make a huge announcement about it and to setup dedicated live streaming to discuss how they will implement it. That doesn't seem sarcastic to me.
It's calling the developers' bluff.
Players have convinced themselves that EA/CG sanction this behaviour. Some players are now saying, "Okay, if you're really okay with it, prove it".
These players believe that blowing this issue up to immense proportions will create a scenario the developers cannot ignore and must correct.
If they achieve what they're planning, I do believe it will have precisely that outcome.
