It will work because it will prevent raids being started before the cooldown exires (regardless of whether funds are available to start another).

The game currently allows for 150k coins, and one open raid (so basically 210k coins). You are telling me that you want to implement a system that would make it so I can't spend those coins when I want to?
The current system is fine for raiding. You get coins, you start the raid, and then you finish it. Again, the problem isn't the raiding it's the coin generation. If you fix the coin generation then you can leave the raiding setup alone.
The fastest a raid could be started would be based on 50 members contributing 600 coins a day.
Based on this, you can calculate the minimum time between raids. That's your cooldown.
The solution also deals with hopping, two birds with one stone.
