Raise gear lvl on sub 7 star characters

I really think with the addition of G13 and now relics CG needs to up the attainable gear level for sub 7 star toons to G12. G11 is close to unusable in arena.
Make it so you can get G12 and 6 dot mods, just no G13 or relics til 7 stars. Thank you
