Red dot in the mod set
What does the red dot next to a mod in the character screen mean? I've read a few different things, and none of them seem to be accurate: The mod can be sliced The mod can be changed to a ...

Option#2 occurs anytime you have the mod management set to "Advanced". Switch back to "Basic" and you'll only see red dots on mods that are able to be sliced (option #3).
So you are saying that the dot means I have the mats to slice the mod? If that were true I'd have a dot next to every mod, and I definitely don't.
But also, as Vendi said, check you are not on the "basic" mod view when you click through on the "manage" button under the mod loadout in the character screen. If you are in basic mode the red dot has nothing to do with slicing, it instead indicates that the in game recommendation has a different mod suggestion to what is currently equipped.
