Reduce upfront cost to make a toon usable

here's my one example. i only literally have 3 toons with the scoundrel tag and one is literally just unlocked. dengar i thin is his name. now this isn't a super tough tier but i take my 3 all the way through credit heist and 3 star it 90% of the time. dengar is absolutely untouched, no gear, no mods, level 1, and star whatever he is when you unlock.

so id say he's far from useless for me. he gets me through that tier.

Suppose you farm GK with his 450 carbantis And 200 cuffs to G11. Then they decide to nerf his soresu mechanics and does not gain taunt anymore because GK is OP.

You are annoyed because you just lost a lot of time and useful gear for a useless toon.
