It means Jedi that are also Galactic Republic. If the comma was there, it would mean ALL Galactic Republic and ALL Jedi toons receive the bonuses.

We wouldn’t want Padme, R2, and all the clones to have them. Well, we would. But it would cause an upheaval in the intended meta.
