The message would be that we are bringing the game back to the concept of Rock, Paper, sissors, and for any team comp/character, Heroic or otherwise, we will be sure to add some characters/team synergies to effectively offset/counter them.
Keep in mind, Heroic characters like Revan usually have great viability in Raids as well. So the area of the game that Heroic toons can have advantage is in the PVE raid/event aspects of the game. I do not feel it’s desirable or in the games best interest to make any toon, Heroic or not, straight out dominate PVP content. It makes the PvP aspect of the game predictable, boring, and frustrating for players who either don’t have or don’t want to expend the financial resources to buy a Heroic character to enjoy the PvP arena.
