They're already following the Rey template. After a time, probably after whale activity on the two dies down, Bastila and Jolee will appear in a 20 Hard Node with a poor drop rate.
Whatever happens, we can be sure It'll be impossible for a F2Per who hasn't hoarded crystals for months or who doesn't have a top ranking in both arenas to generate them. There's no money-making potential in adding characters to the game that people can get with the characters they already have.
In order to get people to pay for them, new characters have to be superior to the characters people already have, and they can't be obtainable with the characters people already have. New paywalls need to be installed each time to make a legendary character worth their while.
The only wrinkle is, the only characters in the game that are at all connected to Revan's story are Bastila, Jolee, and Hk47. There is no Mission, Zaalbar, Juhani, Malak, Mandalore, etc.
So there might be two *more* characters still to come that will also be required for the event. Nobody currently in the game makes sense.
