If someone had an ability on cooldown, say Nihilus had one turn left before annihilate could be used, Revan could increase it to two. So when Nihilus is no longer stunned he can't use annihilate next turn due to the cooldown increase. I like it, adds a bit more strategy to the game, like Thrawn's speed up.
Also, if that stun is cleansed the cooldown increase is almost like an uncleansable ability block.
