There was a contradiction in her flurry of blows description. It says "attacks 3 times" which means it should trigger assists once per attack with phasma, and each hit should be dodged separate, just like Dooku. Since this obviously isn't the case, they either had to buff her to make her attacks work like Dooku, or they had to buff her like they did. Just wish she had a chance to stun like Dooku...
See thats where your wrong and qeltar was rite. They didnt "have" to do anything. She was a beast as is an there was no issue. They "chose" to buff her and therefore started this debate (that will never end imo)
