Your screen grabs show what my shard looked like one week after G12 was released. By spending a little money I used to be able to break the top 50 at least once in a while but that stopped back when Chaze came out. Since then everyone buys the meta the moment it's released. I have no interest in a real-world spending competition so I compete with the minnows and F2P to try to break the top 100. People on shards where F2P can take a top 5 spot have absolutely no idea how lucky they are in having that little of competition for resources.
