Royal Guard redesign with Palpatine synergies & Darth Vader Rework

I think Palpatine lead might fair better if he removed buffs or applied tenacity down passively. Something like:

Whenever an Empire or Sith enemy attacks, before damage calculation, there is a 35% chance to inflict tenacity down.

OR

Before an Empire or Sith ally's turn, remove all buffs from an enemy hero with the most buffs currently applied.
