Savage Oppress' "Overpower" Special No Longer Unavoidable?

This video shows at 8:10 Savage's "Overpower" can now be dodged. So one of the most useless abilities didn't get a buff but a trade-off! Yay! Three Cheers For Tyranny!!! https://m.youtube.com/watch...

Yeah, that toon wasn't in the 25% zone (50% with the update.)

That attack has been able to be dodged when you are just using it.

I've used Opress since launch and yeah, dodging happens.
