Don't think it is a bug. Any character or ship that lets you select a target ally never lets you select self.

Plo's Taunt, JC's heal, and Kylo's Shuttle all have the exact same wording as the Scimitar does "Target Ally gains/recovers/taunts" and they can all pick themselves, Scimitar can't. I think that's the way it was meant to be, but they just need to correct the wording to be more like Jyn where you have to pick someone else to gain 100% TM.
Possibly. Or, they might fix him so he will work like it's written - I see no reason why it's bad.
I stand corrected. Mostly I use Jyn and she can never pick herself, I have tried. I thought in the past I have tried with those ships and it wouldn't let you. I really on use plo koon ship out of those.
Edit: went back and read jyn ability. It is worded differently, uses the target other ally phrase. Never noticed before.
