For the two teams that did not get set, you got 69 banners for each. That's 2x69=138. The only time you'll ever get more than that is if you get max banners on your first actual attack - 69 banners for the fight, 10 banners for the first attack bonus = 79 - this max is immutable - it never changes. For every non-fleet fight after that for the rest of the round the max is 69, again, immutable.
Two unset teams at the start of the round gives you 69x2=138 banners. This is working correctly and as expected.
