Sector 3 add rad change

The "cornered" buff that rouge one get at a certain health no longer counts as a buff, meaning SPF no longer revives forever.

I get the change, I truly do, but for real, the masters training feat is a pain, please for the love of everything reduce this feat, its a bore and a chore
