Exactly, wording counts! If a toon gets 'inflicted' how does that not meet the requirement to 'inflict'?

Also, I don't play NS so I can't compare plague feat, does any NS spread it passively that is not counting?

Unfortunately it is the way CG codes stuff. Many debuffs that spread or applied when something happens to the enemy are actually (coded) applied by the enemy unit and not the player unit.
