the one from when fear expires is coded for her to watch for the fear_expired marker and then she applies the evasion down

TLDR; they are coded differently so they count or don't count as programmed
The only consistent thing about the way debuffs are applied is that it is in consistent.

Where are these coming from? Also, what is that line "Descriptive"; both instances you shared have the same, "featcounter_doubt_debuff" and "featcounter_dodge_debuff"???

it is the tags that a part of the ability gets for later interactions and for things like figuring out buffs, debuffs etc

yeah but the player unit also has to inflict the debuff, that is the problem with delayed/spreading or conditional debuffs. They tend to have them set to have the enemy apply them to themselves.
I believe they started using the featcounter on some, still not on all because it is easier than including all the different ways they can tag a debuff. Again the other part is the player unit has to apply it
