I don't think they are underwhelming in power. It's just that barely anyone has those characters at R7, so most people won't be able to use them. Which in turn makes them even stronger for people that have and CAN use them. This is without a doubt the set that excludes the player base the most. There have always been characters in sets that are more niche and/or new, but this one pushes it far beyond anything we've seen before. So you likely won't see them a lot, but when you do, they will be more impactful.
