When are the game developers going to do something about the PVP cheating rings (aka shard chats)?

They will do absolutely nothing about it. There are at least a hundred pages of threads with people seeking out shardmates in this folder alone and they've been doing so since the inception of this game..
What do you think the purpose is for these peple attempting to reach out to each other?
