He is not coming back, sorry.

They are there because that is where toons have been going as they get released.

They are there and will stay there for a while to help people get thrawn.

You will have a line of pitchforks and torches coming at you if they are pulled from the shard shop now. That's going to be the difference between finishing 7* Phoenix and not for me.

You realize they don't take up "any" spots right? They take up the exact same spots as DN/ST/SA, Krennic/Trooper, Gar Saxon/ISC. There's still the same 6 rotating spots, you just have to scroll a bit more. It's not like there will suddenly be 5 more rows of choices once Phoenix leaves and Fulcrum Ahsoka takes their place.
