Why shouldn't gear matter? I've put a lot of effort into my Clone Sergeant because I used him in the HAAT for a while, but now other teams are way better. So why should my ARC be the same as someone else's who hasn't put that effort in? Similarly, I have a pretty good Plo Koon because I thought he would be better in 1.0 than he turned out to be, so how come I should be punished for having experimented and failed when he was bad now that he's good?
