The platoon ability is active across the remainder of the territory battle phases. So it is going to be an expensive one to fill likewise with planetary shield. Without the whale ships you can fill 4/6 platoons and get the full bonus and power of the ship ability. All the whales get is an extra 30 speed on the ability.
