For some, it's not a choice. It is now completely impossible (not too hard or unbalanced, impossible) to unlock Tarkin's Capital Ship at 5* because the new requirements force you to already have his ship at 5* to unlock it at 5*. It calls for SIX non-capital ships at 4*, which is impossible in 3v3 format because you can only bring FIVE non-capital ships into battle w/o a 5* capital ship.
