Ships Basic question

Are the ships with 2 crew members more powerful than ships with 1 crew member (at the same ships + toon and gear level) ?

I think ships with multiple crew receive less of a boost per each character updated. Someone can correct me if I'm wrong but a fully leveled single character will increase a ships strength just as much as 2 or more fully loaded characters when it has more crew. At least that's what I think I've seen.
