People have lives outside of this game that usually take priority, so this would just punish anyone that is having to do something right when the attack phase begins.
So no, awful idea.
There is a huge benefit to waiting to see what your opponent does. This doesn’t even fully offset that advantage, just partially.
So wait and see what your opponent does?....
There is no real advantage if you just approach every GAC with the mindset that your goal is to defeat as much of your enemy's defense while getting the most banners possible.
Imagine you are up against a defense with 4 GL’s in front of fleet and average stuff along the bottom. You are definitely better off knowing if you need to engage that zone at all to win or not before you begin attacking. Especially before attacking bottom back.
In this situation I am going to wipe the bottom and guarantee those points, than pick apart what I can across the top. Chances are if the opponent set 4GL's across the top they have enough left on offense to clear at least 2 of my zones. No need to sit and wait for them. I think there is more pressure and a disadvantage on the person who acts at the last minute given the time constraint they give themselves.
Waiting to the last minute just adds more variables than one needs to deal with. Sure you might get the odd win due to a rage quit, but ultimately its just not worth adding an extra constraint to already difficult battles.
