Should GAC award bonuses for attacking earlier?

I've said this before and I'll say it again here. This happens relatively rarely, but it does happen to me every now and then. The two players end up taking turns. One attacks one territory. The other attacks a territory. And so forth. You see the battle evolving over the day. There is no way to mandate something like this, but personally it makes for a better GAC experience.
