Should mods tell you what they will be at max level when at level 1?

We all know the place RNG has in this game, but for everything else in the game we know what we are working towards (each level, *, gear piece gives the bonus we expect) For mods, it is a crap shoo...

It is a question, cause if you buy any packs they are also crap shoots. I know we all want them to. I am wondering if we think they should, or should it be a gamble
