Why arent St Han, Lando, Capt Han, and honesty certain members of Phoenix squad tagged as smugglers?

Ir makes sense for the Phoenix crew to get a smuggler tag, even their ships are cargo ships. But I guess they dont have it because of balance reasons. Everyone and their mother has them at 7 stars, it would probably make the new smuggler event too easy
