Why arent St Han, Lando, Capt Han, and honesty certain members of Phoenix squad tagged as smugglers?

You aren't aware of "prepared" team synergy? Qira lead with the new solo characters? They even created a new ability just for synergy...
True, but I really doubt more than 1% of the player base own 5 Han Solo movie chars at 7*.
Yet, Qi’ra’s leadership ability affects every smuggler as all of the smugglers are scoundrels
