Someone explain how a guy with 7 gls can be in Carbonite?

This is totally unfair to a new player who is trying to get to another rank. The dev should try to set up a bar of Galactic Power for every rank.

Man, I really get it if you don't want to stay at Kyber as it is too competitive and tiring to stay there. But why don't go to Aurodium or Chromium, instead to go to Carbonite? It's surely a bully's action to try to pick up the new player.
