Nope, works fine , a seven star char is rarer then a 1/2/3/4/5/6 star char. As such, the filter is working exactly as intended.
You always have the option the hit the sort button and have it list them from lowest star to highest star. But as for the current setup, it makes perfect sense, The lower the star of a char, the more common it is, hence the less rare, and the higher the star level, the rarer it is, hence the top of the list for rarity is seven stars, then moves down.
