Protection and stun diminished (a little) the absolute necessity of speed, but my point mainly saying that we will have to think twice if the small difference in percent over speed does really balance all the other utility of other characters.

That's why I only run Rey at 231. Suitable and yet relative speed i.e. turn order, with balance across HP/Prot, selective use of Accuracy / Potency, plus offence and +criticals is king IMHO. Tailored character by character and based on your squad strengths.
If you want a strong defence team you need to balance all of these.
Most teams can win on offence, getting a strong defence team is the art and you don't get that by just being the fastest due to the way they've balanced the secondaries, e.g. yes you can get a +14 secondary for speed, but a +5 in the same slot will typically give a second secondary that better fits the strengths of the individual character. Do I want a glass cannon Rey at 250+, or a Rey with 40k health / protection, 60% critical chance and some offence boosts running at 231.
