I ran droids for over a year with Jawa Engineer in order to have a starting turn order, I needed to know the exact speed every one of my characters go, and I HAD to have a starting turn order to make high ranks because without B2 going first and K2 going second, I couldn't wipe Baze's pre-taunt and daze Chirrut which would lead to me losing the match.
In order to do so, I had to use a formula that is quite well known around these forums by the math geeks. It is Character speed * 100/ (100- tm gain percentage) it is hands down the easiest, and most universal formula for calculating someone's effective speed with tm thrown into the mix.
As for the site you linked, I am actually a contributing columnist there, it has a wealth of good info, but the math it provides to calculate tm gain in that article is needlessly overcomplicated.
Now I don't care if you agree with or believe me or not. I will however continue to respond so some other soul who finds this thread will know better than to treat turn meter gain as a straight correlation to speed instead of as a conversion factor for it.
