The point here is that you are asking for " an apology or compensation". Why? Probabilities are public. Is like asking for an apology or compensation because you have played lottery and you won nothing. There is nothing to fix or apology for. If you analyze the probabilities, you just had not even bad luck, it was "normal" luck, the most common case is to need 3 packs per character.
It's different to ask for a change (not a fix, because it's working as intended) because you consider % is bad and would like to be easier. That's fair, is an opinion as good as another.
