You need the pack to unlock it? Surely refreshing the event amd running it a second time is better, isn't it?
EDIT: But also good luck and/or congratulations on unlocking Executor today!
Maybe they needed more than 20 shards? Today I have run the event and refreshed 19 times and bought the pack with crystals as i needed 210 shards to 7*
