It's just making all non- gold mods -- teal, green, blue, purple and gold -- capable of being gold. So I'd hoard any mod that has the primary and set you want. Depending on how much slicing costs, they all could be worth it.
It sounds like you'll get the slicing materials (or whatever they wind up being called) from farming mods. If that's the case, then I feel like a new player will do fine because they're going to get slicing upgrades as soon as they start farming. For established players I think we'll be getting them, but not at the rate we need, so will wind up prioritizing using them on good purple or blue mods to make them gold.
It's all speculation, of course. But I don't think, for veteran players at least, slicing grays or greens will be worth it.
I believe they said you will get the materials from mod battles, not mod challenges, which is the only efficient way to farm mods. The crap mods you get from mod battles are totally worthless. It appears to be a way to put a further demand on Cantina energy.
