All I hear is moaning, groaning and gnashing of the teeth about how speed secondaries are unfair, we need speed secondaries challenges, remove speed secondaries...blah blah blah.... What about Stun...

Extra turn mods like B2 sound promising...
What about a mod that applies debuff that cuts speed in half? That way it could be used in conjunction with retribution mod and make slow toons viable?
Shoot retribution, speed debuff, and xtra turn mod could make someone like CUP or JKG viable.
