My takeaway here.....
To take OP's example of 40-2 actions, he/she is missing 1 action per side. Call it 41-3. That action (the first and most important of all) is in building the team. What characters you put together. What mods you place on them. If you utterly fail at action 1 (as described above), it doesn't matter how many actions you or your opponent take once you press "Battle"
