Suggestion to fix the Secondary Speed Mod Fiasco without changing the mods

What we have here is the remnants of the original poorly thought through mods implementation. They mitigated the most egregious of the crazy health mods but left speed and crit damage crazy high, particularly speed secondaries.

The problem is not that some people have them and others don't - the problem is that if you have high speed secondaries, you won't even consider to use anything else instead. Someone tell me they wouldn't and plz explain why.
