CG will never do this.  Their excuse is lame, CG comment (from 2019/2020) stated that unlimited testing would make the game "flat and boring" and that they wanted to keep the game's stakes high through limited attempts.  By not sandboxing they control all information creating FOMO around characters.  My personal belief is if they could monetize it, they would do it, but because of modern communication they won’t.  Players are quick to share exploits and we all know what happened with the Vader/Omega-cron.   Other companies have figured out how to allow sandbox and encourage theory crafting within their games.  One particular game just hit 20 years old and has allowed duels for a significant portion of the games history without harm to the game.
