Couple of notes.
Firstly, you grossly underestimate assist abilities. They are viable on both O, but most remarkably on D.
Secondly, you overestimate characters abilities when you even add in leadership as value for non leader toons.
Third, you overestimate characters such as Yoda with four actions, especially considering Yoda will most likely get one, maybe two actions in an entire arena match.
Finally, stats as individual pieces are not a way to examine characters. We must examine the interactions between stats. High speed is useless if it is accompanied by low damage and no real turn manipulation. Ex: empire teams. The value of toons like Rey, GS, and QGJ is high speed coupled with insane damage. Or looking at a stat such as HP and speed. Someone like Darth maul or Assaj look cool until you realize they can probably be one shot before they move.
And this doesn't even address Offense v Defense viability.
I like what you're trying to do. And there is a lot of effort put into this. I am not trying to discourage, but this simply doesn't follow how the game actually plays right now in arena.
Edit: some suggestions. If it were me, I would weight characters based on their top two (maybe even one) first used ability in arena. Ex: OB and mind tricks or Yoda and his third ability(the turn meter down <50% one). This gives you a much much better picture on actual viability and use, especially on defense.
Also, I would focus on characters as both leaders and not. QGJ is in a whole different category of useful when he is leader vs when he is not. Likewise, synergies are important. Non-debuff friendly teams would find IG88 a complete waste of a spot.
Lastly, stats such as armor or armor pen are probably not even worth mentioning at the moment, and definitely not worth the points you award them.
