From the data mine so far, there are 38 missions.
3 of those are special ops missions, 2 of which require 6* or more HRSoldier.
13 of those missions are platoon missions. None of those appear to require the hoth brothers. These likely are where the majority of players rosters fit in when CG talks about "bring your entire roster".
The remaining 22 missions are combat strike missions. Combat strike missions have 3 tiers. Think places of power, ewok events, etc (at least that is how I'm picturing it). Most players will be able to complete tier 1. Tiers 2 and 3 will be progressively more difficult. That means 66 total tiers for these 22 missions.
No tier 1 combat strike mission requires hoth bros. Though many requires 3-6* rebels, or light side, or ships, depending on the exact mission. That covers 22 tiers/missions.
Tier 2, 5 of the 22 tier 2 missions require on or the other hoth brother at 6* or more. (1 6*, 4 7*). Basically split between which one you need to complete tier 2. (3 for scount, 2 for soldier).
Tier 3. 5 of the 22 tier 3 missions requires both scout and soldier at 7*. The rest do not require either.
Given that, every player who has a handful of light side and/or rebels (and who doesn't if you've been playing for more than a few months) will be able to participate in tier 1.
That same group of players that can do tier 1 will be able to participate in 77% of tier 2 without either of those toons. And 90% if they have scout at 7* (the easy one to farm).
That same group of players can also participate in the same 77% of tier 3, but will require both at 7* to increase that amount.
What that all amounts too - you will be able to participate in ALL of the content (EXCEPT 2 special missions - which also have 7* CLS or Captain Han requirements) without the hoth brothers. You will be able to participate in 77% of the most challenging version of that content without the hoth brothers.
To put this in the perspective of raiding. Are there guilds that simply cannot raid? No. All guilds can raid. Are there any guilds that can't do heroic raids? Yes. Not all guilds can clear HRancor or HAAT.. That is a goal for them to strive for.
So, the knee jerk reactions that you won't be able to play or take part in TB battles based on not having the hoth brothers is an over reaction that is entirely unfounded.
Will you acquire gear, hoth han/leia, and hermit yoda shards faster if you have both at 7* along with lots of your guild mates? Yes, probably. Just like guilds that could start clearing HAAT immediately unlocked GK sooner than those that couldn't.
