Your guild leader or officers are supposed to plan that. They should let you know..but usually it's platoon, special missions, combat missions, deploy, in that order

Your guild should give guidance. If you go in early, you may be told to start on platoons. We always have those that can do the specials to do them. Based on progress, we may tell people to not do missions in an area because we need them to deploy more someplace else. Later in the phase daily cycle, I check platoons first to try and fill them even if it kills a squad. The bonuses from the platoons really help later.

Always Platoons first - Combat should hold until all platoons are full (best practice, not necessary in all Phases)
Combat missions second. Dont shoot yourself in the foot with platoons, if you can't donate all 10 you can't do it, its better to go 6/6 than fill platoons quickly.
Deployment is always last and should be done with a plan and timing that allows you to get all combat missions done and not waste any earned points.

Contact your guild for how they prefer their members to distribute their points.

However, the basic strategy is:
1) Check what characters are needed for Platoons (you may not want to use certain characters for combat missions if your guild is close to filling a platoon)
2) Check requirements for combat missions and make sure you have enough teams to attempt all of them and get through the most waves possible (once you use a character in a combat mission or put them in a platoon, they can't be used again for that phase)
3) Do all of you combat missions.
4) Put left over characters in Platoons.
5) Check with your guild to see where you should deploy all of your remaining troops and deploy them there. (Ships are always deployed separately in a single section).
