So you can put more into a territory during the next phase if you didn't at least 1 star the territory during the previous phase, and then your whole roster is available to use at that point. I could see you maybe being able to fill out platoons you hadn't, but I don't see you being able to redo special/combat missions.
My reasoning is that you only get to use 1 squad on the combat missions and it is grayed out even though you have the roster for it. It doesn't say anything about refreshing missions in the explanations we've been given, so the safe bet would be that you can't redo the mission by holding off on starring up the territory.
